Stupid question, but I am new to riding. When the bike is on or off, I can only switch between 1st gear a nuetral. Is this normal. When bike is moving I can switch it to 2nd from 1st, or on its work stand. But without moving it will only go in N and 1st. Is this normal??

Yep.Perfectly normal on all Kawasaki 6 speeds.It's called Positive Neutral Finder (PNF).

ok, good. Was just wondering i something was seized up. Thank god its not.
Next question. My Carb seems to be running lean, yet still spitting gas out carb (air filter is off due to the constant work on carb)
Lean meaning, its popping, running hot ect. Also black smoke when revd high, and STILL loses power when throttle is turned 1/8th the way whether it be in N or gear. Waiting on Tach cable to have RPM guidance.

The engine will not run right (or not at all) with the air filters removed.

These bikes will not run properly with the airbox disconnected.If still doing it with everything connected than the carbs will need to come off.

Yes, I was told this. and still I forget everytime I work on the bike. :\
I was using the 2 bottle vacuum carb sync trick today. Figured seeing as my valves probably need to be adjusted but I can't do it nor can I get the bike to a shop to have it done, the least I can do is sync the carbs to match their valves. Anyways, I'm are you've seen this carb sync trick. The left bottle, going to the left vacuum nipple always has a significant amount of vacuum more than the right. Almost like 90-10. Even when I adjusted the sync screw, same occured. Is there a reasoning to this?

Make sure your bottle setup is well sealed. If you hold one tube shut and pressurize the bottles by blowing into the other, you should have absolutely no air leakage.
If it is, and you can't gain equal vacuum, you will probably need to do the valve adjustment.
