I recently adjusted my valves and it cleared up alot of poor running issues I had but now I have a low rpm bogging. After 5k rpm it runs fine. Is this something that can be fixed by shimming the needles? Also when I let off the throttle to decelerate it has alotta of popping in exhaust until it decelerates down to around 3500rpm.

Yep...Also do a idle mixture adjustment. ( Controls idle to 1/3 throttle)

I put one shim in on both carbs and it cleared up alot still has just a touch of hesitation. I'll try the idle adjust next. How many turns out do I start with? And do I want to richen it or lean it?

And do I want to richen it or lean it? 2 1/2 turns out is a good starting point. Out is rich,in is lean. You adjust to were you get the smoothest idle. Just a note: After I shimmed my needles I ended up cutting a couple of coils of the top of the diaphram springs. After that it was perfect.
