I think I have the wiring correct? Checked everything and still no turn signals? Recheck following the manual but I still have no turn signals. So today I checked the resistance of the turn signal relay with no wires attached to it, and it has 49.1 ohms across it. Is this correct?

My relay does not like low power and before I replaced the previous worn out battery it would stick open/on. The resistance doesn't tell you too much about the relay when disconnected, here's a video of testing one with a battery and bulb. Again make sure at least 12v is getting to the relay.

No worries. I'd suggest some basic idiot-proof tests first i.e. start with the bulbs and power them up directly then same thing with the terminals coming out of the stems then you know the indicators are healthy. If there's still a problem it might be time to check the turn signal control unit and its wiring and I just remembered there's the automatic cancelling unit which usually fails by simply no longer cancelling but all these things are in the signal path. Do you have the wiring diagram from 15-30 in the workshop manual?
