85 turns over seems like there is air coming out of the carbs rather than going in I have done the valves and the timing seems like I'm not getting fuel to the engine the carbs have been throughly cleaned and new rebuild kit installed

Could do with a few more details here...
Timing - how come you were working on the timing?
Carbs - did you fully disassemble, poke the jets through and check the float heights? Have you reinstalled the full airbox and filters? The rebuild kit is a good idea but isn't usually a point of failure. Bench synced? Pilot screws adjusted? Choke set right?
Fuel - are you running a temp supply or using the tank with a vacuum petcock? Does the fuel keep flowing if you open the bowl drains?
Have you worked on any part of the electrics such as ignition coils? Are you getting a spark? Have you checked all the electric cutout switches?

Had to do timing due to dropping a bit in the spark plug hole into the jug and removing head to get it only electrical I messed with was unhooking the coils to take valve cover off floats are at the appropriate 18mm and fuel keeps flowing with carb drains open

might could have gotten the bit out with a magnet pick-up tool. Did you set the timing per specs? it is pretty critical. Carb floats setting is 17mm, if the fuel does not shut off, the float adjustment is off.

Tried for a couple hours with a magnet couldn't grab it yes timing is set to specs I am pretty sure this is the reference I used

The TDC I used was the F for cylinder 2 as I tried to use C for cylinder 2 and the bike had so much compression that the starter wouldn't even turn it over and I read in a few other places that TDC for cylinder 2 was F
