Fuel leaking threw vacuum hose and airfilter

Hey people just wondering if someone can point me in the right direction.i took the gas tank off to paint my Kawasaki 454..the tank was empty. When I start it up gas leaks through the air filters. Aswell when I turn the switch to prime gas will also pour out of the vacuum hose. I was just about to go get it satisfied and certified than this happened? Thanks for your time:)

Float valves are not holding... floats stuck or gunk in the carbs, not allowing the needles to seat, to shut fuel off.
